He is impling that this prosecutor CAUSED crime across several categories to go up as the only factor. We see crime increase in areas with huge wealth inequality, poverty, and lack of funding for social services. It's a classic causation vs correlation, and while it may be a factor in a few cases, having more cops won't make crime go down.
