The SEC can't actually stop synthetic shorting for fear of being sued and the courts overturning their punishment decisions. however, the shorts are still being drained which will cause the AMC squeeze.
Gary Gensler recently spoke to Jon Stewart and said that he wished he had more resources because the big banks can just take the SEC to court and win.
However, even though that is the case these shorts are still being drained of liquidity and the IMF is warning of massive repricing in the stock markets (aka a huge global crash) due to liquidity issued.

They can't stop shorts but they can enforce margin calls by not letting institutions fake their liquidity. Increase each penalty by 100x so that the punishment exceeds the profit margins along with prison time to all VP's, associates, and MD's in that department.

We need new laws and more fines for fake news and manipulation when it involves people making money by lying and taking advantage of others such as in pump and dump schemes and synthetic shorting. Maybe the SEC should be disbanded and a new agency that overseas the entire market should be put into place and be well funded but with people who cannot be bribed and paid off. Maybe a panel of investigators, there are some with very good research and investigation skills on Reddit.
