These leveraged Treasury buybacks was pioneered in the 1980s by KKR & Co. called Payment-in-kind corporate bond. i.e. paying interest with another interest on top or paying coupond interest with another IOU coupon. At this stage billions will compound into infinity.

TBH it is a bullish signal to me that officials realized the liquidity issue in the bond market (but it'll turn bad if severe liquidity issue happens). No matter which approach they use, they'll try to secure the long-term treasury bond yield. The fiscal approach might be buying the long-term treasury while issuing the short-term treasury. The monetary approach is to give more guidance for the long-term fed fund rates (probably less hawkish).
The Fed is selling bonds. The US is buying them, it's a part of the cyclical cycle. Removing money from circulation because of inflation. That's what happens when interest rates go up. They're not going bankrupt.
