Biden's restrictions make sense: the Chinese have played America, using American education for their engineers & physicists, American manufacturing stupidity (offshoring) to transfer technology, and espionage to steal critical tech. This has been a very long-term game & they played it well.
Previous restrictions on tech sales to China were overcome by buying tech manufacturing firms here, then transferring to China the manufacturing of IT & high-tech products they couldn't purchase because American firms were banned from exporting them to China. Slick. American lawmakers were too dumb to see it happening under their noses.
Could the Chinese Communist Party retaliate & lean on Tesla, perhaps shut it down? I think they will. You think that's impossible? Putin just grabbed Exxon's Eastern Russia oil installations. But I think the Chinese will keep working at stealing tech knowledge from Tesla first.
The CCP will covet Tesla's AI & robotics developments. Their population is collapsing with no potential rebound in sight: the big bulge in their population 'pyramid' has already hit age 40, too late to suddenly start having more kids. Youth have zero interest in larger families, if any: the CCP has made living in China too unpleasant. TeslaBot is potentially a boon to America; a godsend to Japan (further down the population collapse curve than even China – they started sooner), but a crucial necessity for China. Who will work the factories?
Even dearer to the hearts of CCP leaders: who will staff their army? They want those bots!
So for now I think Tesla is safe from being shut down by China. Robbed by China? Subject to Chinese espionage? Absolutely!
If Musk is truly afraid of the possible misuse of AI + Robotics (as he claims he is) he should refuse to deploy robotics in Shanghai – & should probably pull out of China long-term. Once the bugs are ironed out of TeslaBot, it'll change the dynamics of the business enormously: that's the time to leave China.
If Biden is sensible he'd work to get Tesla OUT OF CHINA. As a Tesla investor that'd cost me short-term, but long-term it wouldn't hurt. China is too big a wild card, too ambitious, too great a geopolitical risk. Tesla's factories pay for themselves within 18-26 months, so writing off Shanghai wouldn't be disastrous. I'm not saying they need to do it tomorrow, but it should be a carefully considered option mid-term; long-term a necessity. They could replace with plants in Japan, Australia, Indonesia, S Korea, Singapore (land might be too scarce there). All of SE Asia could be unstable if China becomes a nightmare, & it could.
Even if the CCP keeps a lid on dissent & doesn't continue to become more bellicose (unlikely: they appear committed to that path) the population growth rate (negative soon) will become a monster by 2030, will destabilize China long before 2050. Peter Zeihan predicts China will break up or restructure dramatically by 2030. That's a credible concern. Any time things have gone really sideways in China many millions have died. Western companies should probably seek to disengage before that happens.
My valuations of Tesla are discounted by a further 30% to account for an eventual shut-down of Tesla in China. Even with that allowance, Tesla looks good long-term.

China might not punish tesla directly but it could push a buy Chinese campaign and slow tesla down. And if tesla leaves some else will take its place so those workers wouldjust be building someone else's cars. In addition, I doubt the Chinese government cares to make it's people suffer from a loss of jobs, just look at what they do for covid.
