Not surprised in the slightest. Musk is an extremist who knew taking 0 salary and only stock options was the smartest move. By taking no other compensation the board would allow more stock options for him – which is a much more massive payout/ motivator than literally anything else.
He already had tons of money, and deferring a salary is how the mega rich avoid paying taxes by selling stock for LT cap gains…and he was trying to sell the company to Apple. hardly a YOLO.
