This proposal is known as the Monthly Payment Crisis Support Act. It was submitted in the Senate on May 8, 2020 and is the first stimulus-check proposal to suggest retroactive payments of $2,000 payments and stimulus checks going forward until 3 months after the Department of Health and Human Services declares the health emergency over. This is different from the National Emergency, which might end sooner. Phase outs are as follows for the Monthly Payment Crisis Support Act.
Phase out $200k couples, $150k head of household, $100k single - 10% phase out. Every $1,000 you’ll see a $100 reduction. All dependents would receive $2,000 as well (max 3 dependents). This would be a credit against taxable (presumably non-taxed, therefore).
Submitted by Kamela Harris (democrat), Bernie Sanders (independent), and Ed Markey (democrat).

Sen. Ron Johnson (R-Wis.) said he’s also not in favor of additional payments. “I wasn't a real big supporter of that in the first round,” he said. “This isn't your classic recession.”
“Well people in hell want ice water too,” said Sen. John Kennedy (R-La.), asked about another round of checks. “I mean, everybody has an idea and a bill, usually to spend more money. It’s like a Labor Day mattress sale around here.”

Stimulus payments are just to keep us from going in to a deep depression. Higher the amount, faster the recovery. We need to spend ourselves out of the pandemic. Business needs to keep producing: Services and Manufacturing. In 2008, the state of California borrowed tens of billions and paid back the loans in 2018. The Federal Reserve can print as much cash to buoy up the mortgage and banking industry, but it is up to Trump, Senate, and Congress to pass a bill that distributes cash to individuals, businesses, state government. Without quick distribution the economy will take decades longer to recover.
There are not enough good jobs created to bring us out of a possible second wave that will crush our economy. The virus prevents many from getting safe jobs, and essential workers are the in front line that has to make it possible for a faster come back. We need essential public works projects like in Roosevelt’s turn around from the Great Depression. Medical PPEs, Vaccines, 6G High Tech Communications, and plunging in Tesla, Apple, Amazon, and Microsoft manufacturing in the USA.
