If the banks need liquidity they may have cut credit lines for billionaires or increased their interest rate significantly. Billionaires use credit essentially to avoid paying taxes by borrowing against the assets and living off credit therefore paying 0% in taxes. And possibly credit rates are now higher on these loans than capital gain taxes they need to pay. Still this can trigger big selloff anyway.
