I don’t know who is at fault, but I don’t see how Russia benefits from damaging the pipeline. They already had the tap turned off, and if they wanted to escalate the energy war with Europe, then pulling their uranium from the market seems a much more logical step. The absence of Russian uranium from the market would make nuclear emery much more expensive. Once the price of uranium is up, Russia can decide to sell its uranium to “friendly nations” as it has done with gas and oil. I tend to be a follow the money kind of person. The point of Nord Stream 1 and 2 was to provide the cheaper energy to German industry, giving them a competitive edge. Who benefits from a less competitive German industry?

With regards to gas storage as Doomberg has pointed out there are limits to how much can be drawn from this at a given time so even if a country has 'enough' storage for the whole winter they will likely face days where they cannot meet demand.
Also there are not enough LNG tankers in the world (and possibly won't be for a long while as they take quite some time to build) to replace piped gas.

In other words, the Navy had the opportunity to plant explosives on the pipes in June for remote detonation at the time of the President’s choosing.
